Revolutionary development: in the hamlets

Qu?ng Ngãi (Vietnam) - Typed on typewriter paper. Last two weeks spent in field. A crucial time of year as most construction must end once rainy season arrives. It is exciting and interesting to see progress of Revolutionary Development (RD), but frustrating to see when things are not done correctly. Corruption is major problem. Entin relates details pertaining to upcoming elections.
