Lucy forms connections with people in the Office of Civil Rights for the Department of Health and Human Services and the U.S. Rehabilitation Services Administration. She attends a Citizen Advocacy conference. Through Mouth magazine Lucy has been able to build a national network of survivors and their families. She is also named to a local committee of the Rochester Center for Independent Living.
1990 May 6
Lucy attended the NYS Bar Association's conference on Representing People with Disabilities. She met several people in some way involved with the NYS Department of Health and is looking to solicit their help. Lucy is named committee chair of the Treatment Ethics Committee of the Council of People with Head Injury of the New York State Head Injury Association.
Ohio Disability Law and Policy Center
Columbus (Ohio) - Describing the mission statement of OLRS, the Ohio Legal Rights Service, which monitors the mental health and developmental disabilities services systems, is involved in case advocacy, and advocates for the empowerment and independence of persons termed mentally or developmentally disabled.

Lucy details the process of a program being filmed about New Medico by Paul Gallagher, producer/writer for OurTown Television Productions, for which Lucy provided contacts and took part in interviews. The program is shelved for the time being.
American Disabled for Accessible Public Transportation
Denver (Colo.) - Mock-up of an informational packet about the dangers and harm of long term institutional care. Including photographs, statistics, an enclosed fact book and envelope. Inside the back pages are notes about the mock-up itself and intentions for the final product.
Topeka (Kan.) - Special issue on the convalescence of mountain climber Barry Corbet. Also covering institutional care, disability rights, and advocacy.
