Phil got Helen's last letter, which was his first in two weeks. He's glad she sent her parcel before the new law went into effect, and he wants it so badly he can hardly wait. He thinks that parcels can still be sent if they are requested by the soldier, but requests must be approved by their commanding officer. Otherwise, things haven't changed. The police work is the same every day from 3pm to 11pm and he's glad to have some time to himself.
